Uruguay re-established full diplomatic relations with Venezuela after seven years.
Eber da Rosa Vásquez yesterday presented his credentials as new ambassador to the Venezuelan government.
He is Montevideo's first diplomatic representative in Caracas since 2016.
This thaw with Venezuela has been promoted by Uruguayan president Luis Lacalle Pou.
The latter, however, clarified that this "does not change anything" in his critical view of the government headed by Nicolás Maduro.
