The acting president said he noticed some situations are treated with too much arbitrariness in favor of some economic groups.
As a matter of fact, he referred to the precautionary measures administered over the recent “Rural Peon law” and requested by the Argentine Union of Rural Workers and Stevedores, which prevented the enforcement of the norm.
Boudou said that legal decisions seem to be more related to the plaintiff than to the legal system itself, therefore there must be a redefinition regarding the correct administration of legal remedies.
Rounds in May Square
During the latest parade of the year, the Mothers summoned the people against impunity.
The Mothers’ founding member, Nora Cortiñas, said she is confident that the people’s demonstration will help condemn repressors of the last military dictatorship.

Moreover, she demanded genocide guilty people be sentenced to jail despite their advanced age.
New Sentence over crimes at Campo de Mayo
Justice sentenced former Police Head Juan Demetrio Luna to 8 years imprisionment over illegitimate imprisionment and threats at the clandestine detention center in Campo de Mayo during the last military dictatorship. The victims in the case were Carlos José Fetache & Victorio Derganz.
Death Flights
Justice ratified the legal proceedings and protective custody against lawyer Gonzalo Torres de Tolosa and air pilots Enrique de Saint Georges, Mario Arru y Alejandro D` Agostino for having taken part in the so-called “death flights” during the last military dictatorship.
Magistrates Martín Irurzun y Eduardo Farah at the city Federal Chamber confirmed the final sentence already passed by a quo Sergio Torres for crimes caused by illegal false imprisonment and torture followed by death.
Struggle against Money Laundering and Terrorism
Justice Minister of Justice, Julio Alak, anticipated that the president Cristina Fernández will submit two draft bills to Congress, one to foster the struggle against money laundering and terrorism financing and the other to avoid markets manipulation.
During a press conference together with the authorities of the (SEC), the Securities and Exchange Commission, Alejandro Vanoli; and the Financial Investigation Unit (UIF, in its Spanish acronym), José Sabatella, the Minister held that a national monitoring program of public policies will be created to avoid illegal handlings of money laundering and terrorism financing.
Chicha Mariani's declarations at Court
During her testimony in the case that hears humanity crimes committed at clandestine centers of detention within the so called “Camps Circuit”, Chicha Mariani said the Director of the daily La Prensa witnessed the attack of her child’s home.
Máximo Gainza Castro, witnessed the attack carried out in the city of La Plata where Diana Teruggi was murdered in 1976, together with other militants and Clara Anahí Mariani, her daughter, who was kidnapped and remains disappeared till to day.
María Isabel "Chicha" Chorobick de Mariani so affirmed before the Federal Court that hears the case against 26 repressors who acted in clandestine centres of detention during the last military dictatorship under the jurisdiction of the Provincial Police Force, known as “Camp Circuit”, a reference to the last name of the Forces’ Head at the time, Ramón Camps.
She stated that on “Nov 24, 1976, during the repressive operation carried by the Police and Military Forces against her daughter-in-law and her son’s house, Diana and Daniel Mariani respectively, on 30th str between 55 and 56th in the city of La Plata, La Prensa daily director, Maximo Gainza Castro was present.
She added that “time later, during a meeting of the Armed Forces Supreme Council, repressor Ramon Camps, ratified that during the attack against the house, Gainza Castro had been present, but added that he ignored what the journalist was doing there.
The presence of Gainza during the attack that left 5 people dead and the disappearance of a three-month-old baby, was revealed only yesterday for the first time by Mariani, almost at the end of her four-hour testimony during the Court hearing.
Mariani, founder of the Grandmothers of Plaza de Mayo and the Clara Anahí foundation devoted to the search of her granddaughter, held that she waited for 35 years to give her testimony against the “Camps Circuit”.
Miguel Ragone’s Verdict
The federal court in the province of Salta passed life sentence to three repressors over the disappearance and murder of former provincial governor Miguel Ragone, occurred during the last military dictatorship.
The accused are Carlos Mulhall, former Chief of the local military garrison; Miguel Gentil, former Provincial Police Force Chief and Joaquín Guill, former Security Head in the province.
Meanwhile, Jorge Héctor Zanetto, former spokesman of the Triple A Association; and former police officer Andrés del Valle Soraire, were found “not guilty” for lack of evidence and former police officers Pedro Javier Herrera and Raúl Nelson Herrera, were sentenced to two years of protective custody.
Arms Smuggling
Former president, Carlos Menem was “acquitted” by the Oral criminal court on the case on arms smuggling to Croatia and Ecuador.
The sentence was passed by the majority and the court decision also acquitted former Minister of Defense, Oscar Camilión and former presidential counselor, Emir Yoma.
Arms case against Carlos Menem
Former president Carlos Menem will hear the verdict in the case carried out against him and another 17 suspects of illegal arm sales to Croatia and Ecuador during the former’s administration.
After two years and eight months of trial, the Oral Criminal court in Economic matters, will pass the sentence of the former president, his defense minister, Oscar Camilión; and the former presidential secretary Emir Yoma, among other suspects.
The plaintiff requested an eight year prison term for Carlos Menem, for the crime of smuggling, aggravated for being war material.
In case Menem is sentenced, the Court will request the withdrawal of his Parliamentary privileges since he is currently holding a chair in the Senate and intends to renew it on the basis of an alliance with the Kirchnerist party.
Trials over crimes in the Camps circuit
The plaintiff announced his party will request to extend the preliminary investigation in the case against repressors.
Twenty six repressors of the last military dictatorship, among them a civilian, started to be tried for crimes against humanity committed against 360 victims retained against their will in six different clandestine detention Centres integrating the Camps Circuit.
The hearing, in charge of the Oral criminal court of the city of La Plata, presided by Carlos Rozanski, started with the case presentation. It is though the whole process may require a year and a half to be completed.
Violence against gender
The Lower Chamber approved and referred to the Senate the draft bill that grants constitucional hyerarchy to the Inter American Convention that prevents, eradicates and sanctions violent acts against women endorsed in 1994 in Brazil.
The debate over the bill was attended by a member of the Sub Committee for Torture Prevention at the UN, Emilio Gines, who congratulated legislators that approved the motion..
He highlighted that “Argentina becomes the Latin American leader in questions relating to the struggle against this sort of crimes and he aded that the Treaty, fostered by the Legal and Social Studies Center, has already been ratified by 60 countries
Crimes against sexual integrity
The lower chamber approved and turned into law a draft bill that amends the Criminal Code.
The new law extends crime prescription terms in those cases affecting minors’ sexual integrity.
The bill that had already been approved by the Senate was unanimously voted by the lower chamber and is based on the proposals submitted by fashion designer Roberto Piazza and other associations which protect children and adolescents’ rights.
The amendment establishes that “when the victim of sexual integrity violations is a minor, the prescription term for the legal action against such crime will be counted as from the moment the person becomes of age.
Therefore, if the crime was committed when the child was 10, the prescription term will start only when that child becomes eighteen.
“Children Law”
The Grandmothers of Plaza de Mayo ONG explained that money compensation to for children victims of State Terrorism does not need legal counsel.
The Human Rights Organization informed the interested parties have to go before the Human Rights Secretary.
The Law establishes benefits for children born during their mother’s captivity or the underage, who may have been arrested along with their parents, provided that either parent’s arrest and/or disappearance was due to political reasons.
It also contemplates the people who, for any reason whatsoever, may have been victim of change of identity.
The announcement was made to prevent misunderstandings or misinformation that may take legal counselors to economically profit from State Terrorism victims. The press release insists that “no legal counsel is necessary because the government has already established free access to reparatory means.

Grandmothers recovered grandchild Nº 105
The latest grandchild recovered, Laura Reinhold Siver, was the child to a couple kidnapped in August 1977 and taken to the ESMA clandestine detention center (Navy Mechanics School)
During a press conference, the Grandmothers’ Head, Estela de Carlotto, said that “Laura approached the entity herself and also highlighted the coopertion offered by surviving victims and the State.
She said Laura willingly underwent the DNA test at the Genetics Bank last June and last Tuesday, the Bank informed that Laura belonged 99% to the Reinhold-Silver family
Laura was born to Susana Siver & Marcelo Reinhold, and was registered under the name of the adopting family.

Human Rights Secretary, Eduardo Luis Duhalde, announced that Argentina and Italy will sign a memorandum of understanding by which the Italian government will “declassify diplomatic files of missing Italian people or Italian descendants or Argentine people disappeared together with the Italians during the last military Argentine dictatorship.

Federal Judge, María Servini de Cubría condemned former police officer Luis Antonio Falco to 18 years imprisonment for the crime of “illegal appropriation” of current city Legislator Juan Cabandié, seized from his missing mother’s arms.
